A Westbrook man who pleaded guilty to killing his neighbor in November of last year will spend 22 years behind bars.
James Fowler pleaded guilty in court on Tuesday to manslaughter after his charge was downgraded from murder as part of a plea deal.
Fowler killed his neighbor, Robert Seger, who had an intellectual disability and often relied on Fowler for care.
Prosecutors pointed to footage from a surveillance camera in the apartment building the two lived in, which showed Fowler psychologically abusing Seger and threatening him with violence.
